The Ministry of Agriculture has completed work under three Government mandates, and proposes the following changes:
- Three different models for the way in which voluntary animal care programmes can be approved as control programmes. A livestock farmer who conforms to such a programme is granted relaxations in the animal welfare regulations, compared with others who do not take part.
- Risk-based animal welfare checks, which means that the focus will be on risks where these are greatest in livestock farming. Computerised checklists will be introduced.
- Approval inspections of livestock housing will be simplified and become more effective, and will pay attention to infectious disease prevention and conditions for grazing.
